Plot: Niko Bellic is an illegal immigrant in US and a veteran of the Bosnian War. Arriving in Liberty City in pursuit of the American Dream, he is unwillingly involved in some shady deals in order to repay his cousin's, Roman, gambling debt. Although trying to forge a new life for himself in Liberty City, it is later revealed that Niko's true purpose in coming here was to find out the person he blames for the betrayal of his old army unit: Florian Cravic. He manages to kill one of the heads of the local mafia, while he is betrayed by the other. In an ambush, he escapes with the help of Little Jacob, a Jamaican arms dealer, while the mobsters, Dimitri and Bulgarin, run away.

After some attacks to his home, Niko finds work in other criminal organizations in the city, performing various jobs for money, meanwhile searching for Florian. He finally manages to locate him but discovers that someone else is responsible for his unit's betrayal.

The plot can have two different endings according to the user's preferences. Darko Brevic, the final suspect for the betrayal, is brought to Liberty City through the aid of some obscure government agency. When Niko confronts his former team mate, he finds him as a guilt-ridden wrecked junkie. The player can then decide whether to execute Darko for revenge, or spare his life and deal with the past.
